Hiring New Acquisition Professionals

According to a recent Federal Times article, the Defense Department and General Services Administration are taking steps to hire more acquisition professionals.

 “GSA is drafting an acquisition workforce plan to guide recruitment, retention and training,” said David Drabkin, acting chief acquisition officer. “In addition, because of workforce shortages, younger employees are advancing quickly through the ranks, aiding retention,” he said.

DOD plans, next year, to “begin hiring 20,000 new acquisition employees to fill gaps in program management, engineering, cost analysis, contract administration and other short-staffed acquisition areas,” said Shay Assad, the department’s procurement policy director.  “Many positions will be filled by interns, but retaining them will be a challenge,” Assad said.

Cracking Down on HUB Zone Fraud

According to a recent Government Executive article, the Small Business Administration is cracking down on businesses that are abusing the HUB Zone program.

The HUB Zone program helps companies in low-income regions win federal government contracts. The problem seems to be that there is very little documentation of residency required for this certification, and SBA officials rarely, if ever, visited firms to verify their information.

 SBA is working to step up their efforts to identify businesses that are fraudulently listing their business address in addresses located in HUB Zones.  How? By increasing the number of site visits to participating companies and hiring an outside firm to revamp its certification process. “We need to get this program to a better outcome,” she said.  The article cites, “twice in the past year, the Government Accountability Office has discovered widespread fraud and mismanagement of the HUB Zone program”.

 SBA  has hired a company out of Virginia, Diamond Information Systems,  to create a new certification process for entry into the program.  Over a period of four months, Diamond Information Systems will focus on improving the recertification and verification process for firms already participating. SBA spokesperson, Jonathan Swain claims, “all of this is aimed at strengthening oversight and our ability to identify any instances or opportunities for fraud.”

$300 Million GSA Efficient Vehicle Plan

In a recent article posted by the GSA Press Office, The U.S. General Services Administration announced plans to buy and deliver $300 million worth of energy-efficient and alternative fuel vehicles using funds from the American Recovery and Reinvestment Act.  “GSA will focus on vehicles that will provide long-term environmental benefits and savings by increasing the energy efficiency of the federal fleet,” said GSA acting Administrator Paul F. Prouty. “We will achieve this by using newer, more energy-efficient vehicles and advanced technologies while spending the money quickly to stimulate the economy.”

The plan includes a budget of $285 million for 17,600 commercially available fuel-efficient vehicles and $15 million to pilot advanced technology vehicles in the GSA Fleet.

 However, GSA does not intend to award new schedules to fill this hefty $300 million order. “GSA will use existing, competitively bid contracts for all orders and does not intend to award new contracts to spend Recovery Act money,” said Commissioner James A. Williams of GSA’s Federal Acquisition Service.

Stimulus Watch

Citizens are working to help the new administration “keep its pledge to invest stimulus money smartly and to hold public officials accountable for the taxpayer money they spend” through an online forum called Stimulus Watch.  

While this forum does not directly relate to stimulus bill projects, the projects posted here are candidates for funding by federal grant programs. Learn more by reading the Stimulus Watch FAQs.

 So how does this online non-profit forum, started by two George Mason University senior research fellows, work? Users across the country with local knowledge about the proposed projects in their respective cities find, discuss, and rate those projects. The forum allows users to vote for or against projects in their communities, and even comment on them.

Creating Fairness in Small Business Government Contracting Opportunities

A recent CNN Money article outlined the newly introduced Fairness and Transparency in Contracting Act of 2009.  Introduced on May 21, by Rep. Hank Johnson, D-Ga., the bill moves to amend the Small Business Act to ensure fairness and transparency in contracting with small business concerns.

Here’s the problem: Although federal guidelines mandate that 23% of all government contracts be awarded to small businesses, “at least 16 companies with more than $1 billion in annual revenues were among the top 100 small business contractors in 2008”.   The article also claims that “giant defense contractors Lockheed Martin (LMT, Fortune 500) and General Dynamics (GD, Fortune 500) each earned more than $120 million in small business contract payments last year.”

The Fairness and Transparency in Contracting Act of 2009 prohibits publicly traded and foreign-owned companies (or their subsidiaries) from being classified as U.S. small businesses for government contracting purposes. “For far too long, large corporations have benefited when they should not have,” Johnson says.
